An arrest warrant is issued by a Magistrate Court judge after he has reviewed an affidavit from a law enforcement officer and found probable cause exists to believe a crime has been committed. For probable cause to exist, the judge must find that a reasonable person would believe that the alleged suspect committed the crime in question-based on the facts presented to the court. Upon finding probable cause, the judge may issue a warrant and direct law enforcement officers to apprehend and detain the defendant.
